No 18557 and previous correspondence, I am directed
by Lord Robert Cecil to inform you that he concurs in
the view of the Lords Commissioners of the Treasury
that the exportation of gold leaf on a pre-wer scale
may be allowed from Hong Kong to White List firms
in China and Siam and to unsuspected firms in Java.
